The text, which was presented by Pakistan on behalf of the Organization of Islamic Cooperation, was debated during a special one-day council session focused on the surge in deadly violence between Israelis and Palestinians this month.
Hamas leader Ismail Haniyeh was also expected in Cairo for talks, senior Egyptian security officials said, without providing further details.
Israeli strikes on Gaza killed 254 Palestinians, including 66 children, health officials said.
There is controversy about how many of those killed in Gaza were combatants, and how many were civilians. In Israel, 12 people also died, including two children.
United Nations rights chief Michelle Bachelet voiced particular concern about the "high level of civilian fatalities and injuries" from the bombing of Gaza and warned the Israeli strikes on the enclave "may constitute war crimes". Bachelet urged Israel to ensure accountability, as required under worldwide law in such cases, including through "impartial, independent investigations" of actions in the escalation.
In an apparent allusion to tactics of Hamas, she said it was a violation of global humanitarian law to locate military assess in densely populated civilian areas, or to launch attacks from them.

"These rockets are indiscriminate and fail to distinguish between military and civilian objects, and their use, thereby, constitutes a clear violation of global humanitarian law", Bachelet said.
