In videos captured of the incident and posted online, a white Jaguar can be seen speeding down the wrong way of an exit ramp and onto a closed stretch of I-5.
As you can see from the video of the vehicle appearing to veer and speed up upon reaching the protesters, eyewitness on scene believed the incident to be a "purposeful attack", and not simply a awful accident or mistake.
Taylor and Love were struck at about 1:40 a.m. when a white Jaguar sped into the group protesting police brutality on Interstate 5, according to a police report released by the Washington State Patrol.
Mead said the driver was initially arrested on charges of vehicular assault and felony hit-and-run.
Two protesters were mowed down by a vehicle early Saturday morning in Seattle, and the driver is now under arrest. Two people - Taylor and Diaz - were hit. Diaz Love is now in the ICU with serious injuries and is expected to recover.

That portion of the interstate was closed by Washington State Patrol as protesters taking part in the Black Femme March had entered the roadway. A vehicle suddenly barreled down the road, striking 2 people.
He was denied bail as officials determine a motive and try to deduce how he was able to get onto the closed highway.
When asked if this was a "targeted attack", Mead said, "We don't know that, that does remain a focus of our investigation". He emphasized that the freeway is "simply not a safe place" for pedestrians, and said he hoped protesters would cease what he termed "unlawful behavior" in blocking the interstate.
Seattle Mayor Jenny Durkan said the city stands beside the friends and family of the victims.
Before the news of Taylor's death, the Washington State Patrol tweeted late Saturday that it will no longer allow protesters on I-5, arresting all pedestrians found walking on the freeway.
Protesters were on the freeway for more than an hour before the auto struck the two women. Dozens of people were arrested this week after authorities cleared the "Capitol Hill Occupied Protest" zone Wednesday morning.
