On Saturday, Cuomo announced that the state Department of Health was investigating the case of a student who visited Florida and returned for a high school graduation ceremony in Westchester only to come down with COVID-19 after potentially exposing others at the ceremony. He or she then tested positive for the coronavirus, according to officials.

In mid-March, President Trump signed a measure into law providing temporary paid sick leave to government employees and workers at companies with fewer than 500 employees.

New York City, the epicenter of the original outbreak in the United States, only entered Phase I of its reopening plan on June 8 (and Phase 2 on June 22).

In addition to New Yorkers losing these COVID-19 paid sick leave benefits after visiting high-risk states, any travelers arriving from states where the virus is surging have been ordered to self-quarantine for two weeks.

The order comes after Cuomo, along with the governors of New Jersey and CT, announced last week they're requiring travelers from states with "significant community spread" of the virus to self-quarantine for 14 days upon arrival in one of their three states.

After noting that outdoor dining has "worked very well all across the state", including New York City, Cuomo said that he has spoken to restaurant owners about the risk reward on indoor dining.

"People go to the hospital when they are sick", Cuomo said.

Cuomo said that all businesses with air condition systems should consider the HEPA filters, but that only malls would be required to install them. There are more than 2.5 million confirmed cases in the U.S.
