One charter flight carrying evacuated Americans arrived at Travis Air Force Base near Fairfield, California, around 11:28 p.m. local time Sunday.
The two-week quarantine was largely for the passengers, because crew members kept sharing double rooms with their colleagues, and they continued to serve the guests by delivering food, letters, towels and amenities, and entering passenger cabins for cleaning.
Roojin Habibi, a lawyer specialising in global health law, said the quarantine measure was an experiment carried out in real-time, and that it had turned the ship into "a boiling pot of transmission".
He said the United States health officials who visited their room was apparently surprised that the couple had made a decision to stay, and wished them luck.
