But House Speaker Nancy Pelosi, D-Calif., has delayed transmitting the articles of impeachment to the upper chamber, a necessary step before the trial can begin, because she has demanded assurances from Senate Majority Leader Mitch McConnell, R-Ky., that the proceedings be fair.

But the speaker has said she won't send McConnell the articles or name managers until she's confident about the nature of the process that will take place in the Senate, which is itself still subject to negotiations between McConnell and Senate Minority Leader Chuck Schumer, D-N.Y. Senate Democratic Leader Chuck Schumer has proposed calling several witnesses, including Bolton and Mulvaney, but McConnell has so far rejected Schumer's terms.

It's unclear whether Bolton's testimony would hurt or help the president.

Representative Elissa Slotkin, a Democrat who served as a Department of Defense official and at the Central Intelligence Agency, noted that past administrations had decided not to go after Soleimani after determining it could lead to a protracted conflict.

Bolton did not testify in the House's impeachment probe, but other witnesses said he objected to an effort by Trump's personal lawyer, Rudy Giuliani, to pressure Ukraine outside official diplomatic channels.

Schumer said in a statement after Bolton's announcement that "momentum for uncovering the truth in a Senate trial continues". Republicans hold the Senate with a 53-seat majority, and Democrats would have to find four Republicans to vote with them to support a subpoena.

In defense of Trump's strike, which drew backlash from Democrats in Congress about them not being notified, Conway said that "he's the commander in chief, and he did what a responsible, strong-not weak-commander in chief does when faced with the opportunity to take out one of the, if not the world's most wanted terrorist".

McConnell has argued that any decision on potential witnesses should come after senators have heard opening arguments and have had a chance to ask questions.

Monday, Senator Rick Scott, joined by, Senator Ted Cruz, Josh Hawley, David Perdue and other colleagues, introduced a resolution to update Senate rules to allow a motion to dismiss articles of impeachment for lack of prosecution.

"Their turn is over, they've (House Democrats) done enough damage", McConnell said in a floor speech on Friday.

It was not clear whether the White House would again claim executive privilege to try and prevent his testimony. The case ultimately got caught up in a legal battle and eventually the House committee withdrew the subpoena to stop the court from having jurisdiction over the case.

The case had been closely watched for the repercussions it carried for Bolton's testimony.

"Bolton is an important witness to misconduct involving Ukraine that he called a 'drug deal, '" Schiff tweeted.

The House voted closing month, nearly totally alongside event traces, to query Trump for two charges: abuse of vitality and obstruction of Congress. Many of their rank and file have charged that Trump authorised the strike precisely to distract attention from the charges at the centre of his impeachment.

He added, "The Impeachment Hoax, just a continuation of the Witch Hunt which started even before I won the Election, must end quickly".
