House Speak Nancy Pelosi is expected at 5 p.m. ET.
"By law, he may not launch impeachment proceedings until the full House votes for him to do so".
Of the 235 House Democrats, 154 of them, plus Republican-turned-independent Justin Amash, support launching an impeachment inquiry, according to Politico.
Congressional Democrats called the action an abuse of power, and charged that Trump was using U.S. aid as a weapon to pressure Ukraine into digging up dirt on a political rival. Days before, Trump ordered aid to Ukraine frozen.
This is a breaking news story and will be updated.
Trump's statement to reporters about his July 25 call with Ukrainian President Volodymyr Zelensky came as the Democratic leader of a key congressional panel said the pursuit of Trump's impeachment may be the "only remedy" to the situation.
Yet, despite the imminent release of the full transcript of the call with Zelensky, Democrats are still not satisfied. "While crews were spotted here this summer, one longtime staffer said that they more frequently show up in the winter low season, and stay at the lodges - more spacious, freestanding structures downhill of the main hotel, which looks out over the seashore".
"We don't ask foreign governments to help us in our election", Pelosi said. Trump has all but dared Democrats to take that step, confident that the spectre of impeachment led by the opposition party would bolster his political support.
Pelosi has not favored impeachment, because the public presently does not (although I am curious to see if they do when the issue is as plain as the facts appear to be) and because her caucus has been divided.
Trump called on France and Germany to "put up money" to address "my complaint from the beginning".
Antonio Brown says he is done playing in National Football League , rips Robert Kraft
Brown was released by the New England Patriots on Friday, making him an unrestricted free agent eligible to sign with any team. The league can take action against Brown based on its investigation no matter how the legal case by Taylor turns out.
In a separate tweet, he said it was a "very friendly and totally appropriate call" and he applied "no pressure" on the Ukrainian leader. Asked about the episode, Hogan Gidley, a White House spokesman, said, "The media pushed the Russian Federation lie for nearly three years with no evidence, and now they are doing it all over again". The president made the final decision Tuesday to authorize the release of the transcript.
Schiff has maintained that he has yet to see the complaint itself and does not know the identity of the whistleblower.
"What we have here is an allegation related to Ukrainian aid, by a whistle blower". Another option would be to create a select committee to deepen the probes of the Trump administration.
Last week reports said United States intelligence officials had complained to a government watchdog about Mr Trump's interactions with a foreign leader, who was later revealed to be the president of Ukraine, Volodymyr Zelensky. But there has been no evidence of wrongdoing, and Joe Biden was tasked as vice president with helping to weed out corruption in Ukraine.
Calls for impeachment intensified after the latest disclosures, which come on top of multiple congressional investigations into Trump's alleged attempts to collude with Russian Federation, obstruction of justice, and profiteering from his office.
But his attentiveness to the country had ramped up in recent weeks as his personal attorney Rudy Giuliani pushed muddled corruption accusations against Biden, who was leading in national polls against Trump, and his son Hunter.
"If there was a quid pro quo", Napolitano continued.
The burgeoning scandal centers on Trump's reported attempt to pressure the new president of Ukraine to open a corruption investigation into Biden and his son Hunter.
