As for timing, the Southern Tier will be the first to see the wintry mix of sleet, snow and freezing rain during the early morning.
After a break in the precipitation Sunday afternoon, the NWS predicts a second round of wintry weather will affect the region Sunday night into Monday with freezing rain, sleet and snow.
The precipitation is expected to turn back into snow by Tuesday night, as colder air settles over the city. The evening commute will be highly impacted. The wind chill is -28 in the morning and -19 in the afternoon.
The storm will start with snow at around 5 a.m., continuously with one to three inches of accumulation expected.
