Lawmakers unveil farm bill compromise


16th District Congressman Adam Kinzinger says, "This legislation is a big win for the 16th District of IL and marks the first time since 2002 that a new Farm Bill will be enacted in the same year that the old one expired".

He continued: "I am constantly correcting that notion".

"This bill includes very important forestry management reforms that are important to garner our communities against health risks like wildfires, so this is an effort that is a great step in the right direction", he stated. "The money is not significantly more, but the secretary [of agriculture] has been given some flexibility" to create new markets for United States farm goods, Moore says.

Trump and conservatives had pushed to create the new work requirements, but the Senate rejected the idea. Hemp production is now permitted only for licensed farmers in Minnesota, is under a pilot program for licensed farmers in North Dakota and is prohibited in South Dakota (though there have been some recent efforts to change that). Essentially, the piece of the Farm Bill that matters most to us in the industry is the decision to legalize hemp.

A provision within the proposed rules prevents lawmakers from forcing a vote for the rest of the year on any resolution that attempts to cut off support for Saudi Arabia in Yemen.

The House also brewed some controversy in its procedural vote to establish the rules on how the bill would be debated.

Thune called said the bill package was "literally two years in the making", adding, "While there were significant policy differences between the House and Senate bills, it's good to see negotiators [.] were able to reach an agreement".

Other support for small-scale farming includes permanent (it was temporary in the prior farm bill) funding for promoting local farmers markets. John Hoeven said in a statement. "It gives them the security and certainty they need to plan for the future". The program will survive under the final version of the bill, aides said.

"The farm bill is becoming more flexible to provide a reasonable amount of support" to farmers, says Dale Moore, executive vice president of the American Farm Bureau Federation in Washington and former chief of staff at the US Department of Agriculture (USDA). After the Senate passage on Tuesday, the bill now goes to the President's desk.

The legislation will now head to the House, where it is also expected to pass, after lawmakers worked out a House-Senate compromise earlier this month. "I couldn't be more proud, and I hope that producers back at home know that we listened!" . The bill also funds the country's food stamp program "SNAP" for 40 million low-income Americans.
