Fixing the issue won't be easy either; Apple would need to recall all the affected iPhones for silicon revision in the chipset, which is unlikely due to the cost, effort, and the age of the millions of affected devices.
iOS 13.1.2 is the latest in a line of rapid fire updates, iOS 13.1.1 having come out last Friday and iOS 13.1 having come out just three days before that. (CVE stands for Common Vulnerabilities and Exposures, and is a public database of publicly known cybersecurity vulnerabilities.) That implies Apple identified the associated vulnerabilities internally. Furthermore, the 13.1.1 also comes with the fix that is resolving the issues that prevent the iPhone from restoring from backup.
Apple has issued an urgent warning to iPhone users to avoid using third-party keyboards that could expose them to risk of having their phone hacked. And it being etched in ROM itself makes it of a permanent nature, meaning it's just not something that Apple can patch with an update anytime. As with iOS and iPadOS, it appears on the Apple Security Updates page but has no published CVE entries.
