Ndombele joined Lyon in 2017 and helped them finish third in the French top-flight last season.
Ndombele becomes Spurs' most expensive signing in history after leaving Lyon follwing 96 appearances for the Ligue 1 side.
Given his huge fee, Ndombele is likely to go straight into Pochettino's preferred starting line-up.
The attacker will add depth and quality to the Leeds United squad, which was missing last season as they fell agonisingly short in the playoffs.
