In downtown Guerneville, some residents stood on the roofs of their flooded two-story houses, watching neighbours and others paddling kayaks, canoes and rowboats down watery streets.

Long sections of State Route 116 were closed, either covered by floodwaters or cut off by mudslides. According to the National Weather Service, it won't go below the flood stage until Friday.

The Russian River historically has been prone to flooding, said Barry Dugan, spokesman for the Sonoma County Water Agency.

The water was not expected to return to the river's banks until late Thursday.

The river was 13 feet above flood stage by Wednesday evening, and county officials issued an emergency declaration.
