Many among the more than 5,000 Central American migrants in Tijuana were urgently exploring their options amid a growing feeling that they had little hope of making successful asylum bids in the United States or of crossing the border illegally.

Lurbin Sarmiento, 26, of Copan, Honduras walked back to the sports complex with her four-year-old daughter shaken from what had unfolded a short time earlier at the Tijuana River and United States border.

He said it was "a very minor form of the tear gas itself" that he assured was "very safe". That's when I grabbed my daughters and started running. "They say it was the whole caravan, but it wasn't the whole caravan", she said. Some attempted to get through fencing and wire separating the countries, prompting volleys of stinging gas. She was found near a San Diego border crossing and was treated for non-life threatening injuries.

To effectively and compassionately mitigate this emergency, Amnesty called on Congress to cut off funding to Border Patrol operations until it completely ceases "illegal pushbacks of asylum seekers" and demand a stop to any proposed policy change that would hold asylum seekers in Mexico while their applications are processed in the U.S.

Mexican police had kept them from walking over a bridge leading to the Mexican port of entry, but the migrants pushed past officers to walk across the Tijuana River below the bridge. Given the hundreds of Mexican soldiers and police on the south side, the hundreds of US border agents and police on the north side, and all that fencing in between, the effort was doomed from the start.

Some saw an opportunity to breach the crossing.

CBP's use of tear gas appeared to decline in the following years, with 15 uses in fiscal year 2014, eight in fiscal year 2015 and even fewer in fiscal year 2016, with three recorded instances.

McAleenan added that 69 people were apprehended entering the United States illegally during the scramble, and that no successful illegal entries had been made.

"The people at the border are exercising their legal right to seek asylum, as they are entitled to under USA and worldwide law", Gass said.

Meanwhile, thousands of others face weeks, if not months of waiting in Tijuana to make their asylum claims in the USA, with the San Ysidro Port of Entry only seeing around 100 claims or fewer processed each day.

Mexican security forces stepped up their presence at the complex where thousands from the migrant caravan have been sheltered, apparently seeking to avoid a repeat of Sunday's ugly scene.

Tijuana Mayor Juan Manuel Gastelum on Friday declared a humanitarian crisis in his border city of 1.6 million, which he says is struggling to accommodate the crush of migrants.

Under President Donald Trump, CBP's use of the substance has hit a seven-year record high, with the agency deploying the substance a total of 29 times in fiscal year 2018, which ended on September 30, 2018, according to the agency's data.

"Mexico should move the flag waving Migrants, many of whom are stone cold criminals, back to their countries", Trump tweeted Monday.

"The caravan members are predominately male".
